HRESULT: 0x80131018 Error..

I resolve my issue, in GAC folder with explorer i could see the system.runtime.serialization dll but when i used cmd prompt on this folder the dll exist on GAC_MSIL and not on GAC. So i have copied System.Runtime.Serialization folder from GAV_MSIL on GAC
and after reboot VS my project compile perfectly.

To move dll easly i used

start > run > cmd

type : "cd\windows\assembly"

type: "attrib -r -h -s desktop.ini"

type: "ren desktop.ini desktop.bak"



now i can open the GAC folder normally in your explorer, and you can see the actual structure.

USERENV DEBUG LOGGING Userenv logging is useful when troubleshooting group Policy application related issues or User profile related issues. ENABLING USERENV LOGGING IN WINDOWS XP Use Registry Editor to add or to modify the following registry entry: Subkey: HKEY_LOCAL_MACHINE\Software\Microsoft\Windows NT\CurrentVersion\Winlogon Entry: UserEnvDebugLevel Type: REG_DWORD Value data: 10002 (Hexadecimal) UserEnvDebugLevel can have the following values: NONE 0×00000000 NORMAL 0×00000001 VERBOSE 0×00000002 LOGFILE 0×00010000 DEBUGGER 0×00020000 The default value is NORMAL|LOGFILE (0×00010001). Dcgpofix : Domain Controller üzerinde değişiklik yapmş olduğumuz Policyleri default haline geri getirir. OU bazında uygulamış olduğumuz veya fazladan oluşturmuş olduğumuz Policyler etkilenmeyecektir. Gpupdate : Policy değişikliklerini günceller. gpupdate /Target : Sadece belirli kullanıcı veya bilgisayarlara uygulanması için kullanılır. gpupdate /Force : Hazırlamış olduğumuz policyimizin derhal uygulanması için kullanırız. gpupdate /Wait : Uygulamış olduğumuz policy değişikliğinin bekleme süresidir. Varsayılan süre olarak 600 saniyedir. gpupdate /Logoof : Policy değişikliği uygulandıkdan sonra kullanıcının oturumunu kapatmak için kullanılır. gpupdate /Boot : Policy değişikliği uygulandıkdan sonra kullanıcının bilgisayarını kapatmak için kullanılır. gpupdate /? : Kullanabilceğimiz komutları ve hangi amaç için kullanabileceğimize ait bilgiler verir.
